Breaking Down Barriers or Building New Ones?


The Trump administration has effectively shut down the U.S. Interagency Council on Homelessness (USICH), a federal agency tasked with coordinating homelessness policy across 19 federal agencies. Its a small agency of 18 employees, but the work they do is critical. 

Background on the U.S. Interagency Council on Homelessness

The USICH was established in 1987 by Congress to ensure that federal responses to homelessness were coordinated, efficient, and effective. Its mission included reducing duplication across federal agencies and improving outcomes for individuals experiencing homelessness.

Trump's Actions Against the USICH

In March 2025, President Trump signed an executive order targeting multiple federal agencies for downsizing or elimination as part of his broader agenda to reduce government spending. The USICH was among the agencies affected. Although the agency's legal authorization extends until 2028, all staff members were placed on administrative leave following directives from DOGE, halting its operation.
